This will require a genuine partnership between government and people."
The former prime minister proved himself an enthusiastic advocate of the Chinese outsourcing industry, saying: "The government's strategy is crucial, as outsourcing is dependent on a sound infrastructure and the educational environment provided by the government."
As part of his presentation, he outlined the requirements he sees as necessary for the successful development of the outsourcing industry. He said: "We must create a new world, a new management model and a new economy.
