On November 8, 2010, Nanjing People’s Government printed and
distributed the Opinions on Further Promotion of the Software and
Information Service Industry ([2010] No. 213).
The document stipulates the planning for development of the software and
information service industry in Nanjing in terms of both development goals
and specific policies & measures. According to the planning,[link widoczny dla zalogowanych], the revenue from
software service industry will have reached RMB 200 billion by 2012 and
RMB 400 billion by 2015, and the revenue from software outsourcing will
have touched RMB 12 billion by 2012 and RMB 30 billion by 2015. Software
practitioners are predicted to reach 250,[link widoczny dla zalogowanych],000 by 2012 and 500,000 by 2015.
The specific policies and measures include: 1. Rewards will be granted
to software service enterprises whose annual sales income exceeds RMB 50
billion, RMB 10 billion and RMB 500 million for the first time. Subsidies on
business income tax, value added tax and new business tax retained for local
cities will be granted to software service enterprises whose annual software
business income reaches RMB 10 billion for the first time to support their
R&D activities. Management teams will be awarded respectively of software
enterprises whose annual software business income reaches RMB 1 billion,
RMB 500 million and RMB 100 million for the first time as well as those
that rank among the top 100 companies in annual software business income
nationwide and top 10 companies in annual software business income in
the province. According to the registered capital that has been actualized,
three-year housing rent subsidy of up to RMB 2 million will be granted
to software companies that rank among the top 500 worldwide or the top
100 in China and independent companies of domestic and foreign listed
software companies that are the first to be established in Nanjing to engage in
software service business normally for over one year. In addition, the bases
and parks where these enterprises are located will be granted the award of
RMB 100,000 to RMB 200,000. Top priority will be given to ensure land and
industrial housing for key projects of the software service industry; software
service enterprises are encouraged to attract venture capital institutions
(VC)/private equity institutions (PE) to participate in strategic investment.
Moreover, software service enterprises are encouraged to get listed for
financing; software R&D personnel and university students are encouraged to
start their own business. 2. Enterprises are encouraged to pass domestic and
international qualification certifications. Newly certified software enterprises
will be granted RMB 10,000; full-amount subsidy on registration fee
(including testing fee) will be granted to newly registered software products.
The enterprises passing CMMI Level 4 and Level 5 will be granted RMB
200,000 and RMB 300,000 apart from the award granted by the province.
3. The establishment of software outsourcing centers is encouraged to support software export. Vigorous support will be granted to the export
of the software products with proprietary intellectual property rights and
offshore software outsourcing. Every one dollar increase in export value
of this year compared with the export value of last year will be awarded with
RMB 0.1 based on export contracts and foreign exchange slips issued by
banks. 4. Measures of talent motivating include attracting hi-end talents,
implementing enterpriser cultivation & growth plan,[link widoczny dla zalogowanych], establishing the
cultivation plan of young enterprisers in the software service industry,
cultivating management and operation talents in software enterprise of
less than 35 years’ old and subsidizing them in product R&D, business
expansion, commercialization of scientific achievements and training
with up to RMB 500,000 per person. Figures who have made special
contribution to Nanjing’s software service industry in the previous two
years will be selected, commended and awarded, with the honor of “Leader
of Nanjing’s Software Service Industry” and the award of no less than
RMB 100,000 per person. In addition, preferential treatment will be
granted to the recognized software enterprises for cultivating technical
and managerial talents whose annual remuneration is above RMB
120,000, improving living conditions for software talents and attracting
university students to work in their companies.
